President Donald Trump said Tuesday he is moving to finalize trade sanctions against China even as a U.S. delegation is set to travel to Beijing for talks to resolve the dispute.

American companies in China are uneasy about Washington's threat of export and investment controls in a trade dispute with Beijing but see them as a possible way to achieve fairer operating conditions, the country's biggest US business group said Wednesday.

The change would come as President Donald Trump's administration attempts to crack down on what it says is theft of USA intellectual property by China.

US President Donald Trump's earlier threats of tariff hikes resulted in very intense negotiations with Beijing "in a way that we haven't seen for so many years", AmCham chairman William Zarit said.

Details of the final tariff list of $50bn of imports to the United States will be published by 15 June, with investment and export controls to be announced by 30 June.

Now Wilbur Ross, the U.S. Commerce Secretary, is planning to return to Beijing on Saturday for another round of talks in the ongoing trade and intellectual property dispute.

In particular, despite a tentative easing of trade tensions, the White House still seems resolved to block the "Made in China 2025" plan to make the nation a technology-driven industrial power through leadership in aerospace, industrial robots, software and semiconductors, among other things.

But Chinese media had noted that the deal with the United States could see some Australian imports sidelined, including beef and wine, which had gained preferential access under Australia's Free Trade Agreement with China.


Regulators also promised to cut auto import duties from 25 percent to 15 percent on many vehicles effective July 1.

The news follows trade hearings held in Washington earlier this month on the proposed USA tariffs, which have divided opinion between the United States textile industry on the one side, and U.S. apparel and footwear brands and importers on the other.

The commerce ministry said earlier Wednesday that Beijing "has the confidence, capability and experience to defend the interests of Chinese people and the core interests of the country" - no matter what measures the United States plans to take.

Besides, the White House said it would continue with efforts to protect domestic technology and intellectual property, stop non-economic transfers of industrially significant technology and intellectual property to China, and enhance access to the Chinese market.

Alongside this, it said it will continue to pursue litigation at the World Trade Organisation against China's "discriminatory technology licensing requirements". Trump has said that ZTE is part of the larger trade talks. Those requests in particular have provoked a backlash from China, which has threatened its own potential set of tariffs on $50 billion in American goods.

Last week, the U.S. Commerce Department told lawmakers it was ending an earlier push to ban Chinese phone giant ZTE.

The Trump administration, however, signaled this week that it is moving ahead with 25 percent tariffs on $50 billion worth of Chinese imports, and installing a slew of new restrictions on investments and visas.
