Police in a New Jersey beach town have released body camera footage showing the violent arrest of a Philadelphia woman accused of underage drinking over the Memorial Day weekend.

The bodycam video shows a confrontation between officers and Emily Weinman, 20, after a breathalyser test was administered, which Weinman appears to pass. The altercation between Weinman and the officers heats up after the woman refuses to give her last name and takes a few steps away from the scene. "Once the officer says "you're under arrest", he has to continue with that arrest".

In a statement posted to Facebook on Sunday, the Wildwood police department said that an Internal Affairs Investigation had been initiated into the matter, and that "the involved officers have been reassigned to administrative duty pending the outcome of a full and thorough investigation".

"During the initial encounter, the Officer can be heard stating that he was just going to have Ms. Weinman pour the alcohol out, without issuing any violations and then he terminates the recording", said police in a news release. The officer then says, "You're about to get dropped". "I was partly wrong in a way but I was scared".

Police Chief Robert Regalbuto added that he found the video "alarming", but did not want to make any judgements until the investigation was completed.

Weinman told the reporter in a Facebook message she was spitting sand out of her mouth after being knocked to the ground, not spitting at the officers.

"I see him taking two shots at her and right away you go, 'Oh my god, '" said Troiano. She said the officer then informed her he was arresting her.


Wildwood Mayor Ernie Troiano defended the police Tuesday, noting Weinman was "by far the aggressor here" and pointing out that women can be harder to subdue than men.

Emily Weinman, W/F, 20 years old of Philadelphia was charged with Aggravated Assault on a Police Officer (2 Counts), Aggravated Assault by Spitting Bodily Fluids at/on a Police Officer, Disorderly Conduct, Resisting Arrest, Obstruction and Minor in Possession of Alcohol.

Weinman's lawyer, Stephen Dicht, said the bodycamera footage doesn't change anything and "shows the police overreacted and used excessive force".

Beachgoers try to intervene as Weinman screams, "You're not allowed to hit me and choke me like that".

"You have a young lady who was out of control".

"I know that didn't come up positive".

Cops ask for her aunt and Emily gets on the phone. The Cape May County Prosecutor's Office's is now investigating the incident.
