Catastrophic Flooding Hits Ellicott City, Maryland

ELLICOTT CITY, Md. - Searchers scouring a riverbed near a Maryland town ravaged by destructive flash flooding have found the body of a missing man last seen being carried away by raging waters racing down a historic main street.

Lopez, who was attending a birthday party with Hermond and her husband, said Hermond left the party to help a woman rescue her cat.

The latest Ellicott City floods are a repeat of the 2016 disaster from which the area had barely recovered. "It's hard for me to even understand how this could happen two years later", Kittleman told reporters.

Some people in Ellicott City's historic downtown say they are determined to rebuild after Sunday's devastation.

Authorities on Tuesday are advising residents to stay away from the affected area well above downtown Ellicott City as a "precautionary health alert".

Videos uploaded to social media showed completely flooded streets, stranded cars and people trapped in buildings looking through windows as water flowed by. At the height of the storm, the water had risen above the first floor of some buildings, Howard County emergency officials said.

Rescuers had been scouring the area for Hermond in the two days since the flood. Flood waters from the Tiber Creek washed away almost 25 feet of roadway on Sunday, according to WTOP News.


This tragedy comes less than two years after the horrific summer 2016 floods in Maryland, but based on the damage alone, police are guessing the destruction is worse this time around.

Ellicott City, a former mill town, sits in ravine surrounded by two streams of the Patapsco River, about 13 miles west of Baltimore.

Hermond was at a restaurant at the time with Joseph Lopez, his friend from the Air Force.

"This is where we're one Howard again, and we'll be one Ellicott City", he said.

Ellicott City got the worst of it, but torrential rains led to such bad flooding in Baltimore County, Baltimore City and the capital of Annapolis that Governor Larry Hogan declared a state of emergency statewide in order to better coordinate support and assistance.

During the worst of the flooding, the Howard County Department of Fire and Rescue Services urged residents to evacuate early - and not drive through the fast-rising waters.

Some are already asking whether enough was done after the last flood to prevent a similar catastrophe. Storefronts were torn off buildings and cars were swept away.
