Brussels in last-ditch attempt to avoid Trump's trade tariffs

The White House initially proposed $150 billion in tariffs.

To protect our national security, the United States will implement specific investment restrictions and enhanced export controls for Chinese persons and entities related to the acquisition of industrially significant technology. Those requests in particular have provoked a backlash from China, which has threatened its own potential set of tariffs on $50 billion in American goods.

The trade talks with China have come against the backdrop of Trump's efforts to hold a June summit with North Korean leader Kim Jong Un, which the president said Friday could get back on track after he nixed it a day earlier. That document said the USA would review and tighten visa procedures "to reduce economic theft by non-traditional intelligence collectors".

Officials in the Trump administration have sought to distance ZTE from the trade talks, but the president previously linked the two issues.

The announced measures also come amid bipartisan criticism of the president's softening of penalties for ZTE, a Chinese telecom company that had traded with Iran and North Korea in defiance of USA sanctions. The Trump administration will announce the final list on June 15, with the tariffs taking effect "shortly thereafter", the White House said.

The CM2025 project directly threatens US intellectual property rights, a conclusion that the US Trade Representative Office reached two months ago.

Seeking leverage, Trump's administration launched an investigation into whether tariffs might be necessary on auto imports, based on national security concerns.


However, the administration is torn between groups anxious about a trade war and hardliners calling for stronger action to counter the competitive threat posed by state-subsidised Chinese firms.

Trump has long said that China has taken advantage of the United States with unfair trade practices, including industrial subsidies and prohibitive trade barriers.

"We were both surprised by and expecting the statement issued by the White House".

"No matter what the actions that the U.S. plans to take, China has the confidence, the capability, and the experience to defend the core interests of the people and the nation", the statement said. "A few q's later, aide says Ivanka Trump had to go to another meeting".

The White House emphasized the president's repeated emphasis on "reciprocal" trade treatment.

Trump's accusations that Chinese trade practices were killing American jobs had been a staple of his campaign, and his reversal has left heads spinning in Washington.

In mid-May, China agreed to increase purchases of U.S. agriculture and energy products, and last week, the U.S. Commerce Department told lawmakers it had reached a deal to put Chinese telecommunications firm ZTE Corp back in business.
