Forecasters warned of life-threatening surf conditions as Alberto approached the Florida Panhandle, where it was expected to make landfall later in the day.

At 5 p.m. Sunday, center of Subtropical Storm Alberto was located about 165 miles west of Tampa, moving toward the north-northwest near 12 mph.

Subtropical Storm Alberto was disrupting plans for Memorial Day barbecues and beach outings in Alabama, Florida and MS, as the storm continued churning north through the Gulf of Mexico on Sunday.

Outer rain bands from the storm have already begun affecting areas as far away as North Carolina as Alberto begins to take on the typical appearance of a tropical storm, with clouds and thunderstorms beginning to wrap counterclockwise around the center of circulation. But forecasters said flash flooding from heavy rain was the biggest threat for most areas. Alberto is forecast to move inland into the Tennessee Valley on Tuesday and into the Ohio Valley and Great Lakes region on Wednesday and Thursday.

Instagram user Melody Kay Carroll posted a video clip of wind and rain in a Panama City parking deck.

In Taylor County, there were voluntary evacuations for those in coastal zones and beach communities, mobile homes, RV parks and low-lying areas.

The mayor of Orange Beach, on Alabama's Gulf Coast, said Alberto brought rain and aggravation - and dashed hopes for record crowds.

Florida Gov. Rick Scott issued a state of emergency on Saturday for all 67 counties in his state.

A storm surge watch remains in effect for much of northern Florida, from the Suwannee to Navarre in the Panhandle.

Heavy rainfall and tropical storm conditions will likely reach the northern Gulf Coast well before the arrival of the center of Alberto.

Alberto formed several days ahead of the June 1 official start of the six-month Atlantic hurricane season. Onshore areas along the coast also account for about 45 percent of US refining capacity and 51 percent of gas processing.

"Heavy rains and gusty winds continue to spread northward over Florida", it tweeted.

Duffey said the storm is expected to remain relatively mild. The tropical system became a subtropical storm Friday, the hurricane center said. An Air Force hurricane hunter aircraft found stronger winds in Alberto of about 65 miles per hour Sunday night.

Alberto comes after a series of deadly hurricanes in the United States and Caribbean a year ago that walloped places including Texas, Florida and Puerto Rico, causing hundreds of billions of dollars in damage, massive power outages and devastation to hundreds of thousands of structures.
