The decision came after months of deliberations among owners after a number of players began kneeling on the field, originally for social justice causes and then in solidarity with other team members taking criticism for the protests. Those owners added that, if players and others choose to take the field for the playing of the National Anthem, they can't sit or kneel or do anything else that doesn't involve standing - or else. That is the protocol long followed by college football, preventing anthem protests from being carried out on the field. Players who do appear on the field for the anthem must stand; if they don't, their respective club faces a league-issued fine and teams can levy additional fines.

Trump criticized players kneeling during the anthem during a rally last fall. But still I think it's good. During a September rally, he referred to an National Football League player making a gesture during "The Star-Spangled Banner" as a "son of a bitch" who should be fired.

Per NFL Network's Ian Rapoport, under the new policy, NFL personnel may stay in the locker room if they don't want to stand for the national anthem.

"I have a really good relationship with the players, and I hope we can keep that going and I trust that we will". Do I prefer that they stand?

Goodell was asked who would get to decide what actions would be considered disrespectful to the anthem or the USA flag.
