"He LIED! LIED! LIED!" an increasingly all-capping, exclamation-pointing President Donald Trump tweeted manically of former FBI Deputy Director Andrew McCabe Friday afternoon.

Trump portrayed the report's findings as vindication of his criticism of McCabe and former FBI Director James Comey as biased for their roles in shepherding along a federal probe into alleged collusion between Russian Federation and his 2016 campaign. "McCabe was totally controlled by Comey - McCabe is Comey!" The report also concluded that McCabe was not upfront with investigators about the matter, including on three occasions when he was under oath.

McCabe authorized aides to discuss the investigation with reporter Devlin Barrett, according to the inspector general.

Acting FBI director Andrew McCabe announced plans to retire in 2018.

House Oversight and Government Reform Committee Chairman Trey Gowdy said in a statement that "this report continues to call into question decisions made by Federal Bureau of Investigation leadership in 2016 and 2017".

The report's findings were cited by Attorney General Jeff Sessions last month when he made the decision to fire McCabe, just before his planned retirement.

It also says McCabe and Comey contradicted one another in their descriptions of how a media disclosure was authorized.


"The rush to judgment - and the rush to terminate Mr. McCabe - were unprecedented, unseemly and cruel", Bromwich said.

McCabe told the inspector general that he had told Comey the day after the story was published that he had authorised officials to share details of a conversation he had with a top Justice Department official about the Clinton Foundation investigation.

Trump has accused both Comey and McCabe of political bias in their roles at the top law enforcement agency, and attacked Comey in numerous tweets on Friday following the release of excerpts of Comey's book. McCabe has been the subject of controversy over ties to the Democratic Party through his wife Jill, who ran for state office in Virginia in 2015 and received $500,000 from the super PAC of Terry McAuliffe, a Clinton ally and governor of Virginia at the time. The official cause of McCabe's dismissal was that he had improperly disclosed sensitive information to the news media in the fall of 2016, and then lied to other investigators about having done so.

Inspector General Michael Horowitz's report, finalized in February but sent to Congress on Friday, also states that McCabe was not authorized to publicly confirm the existence of the Clinton Foundation investigation in the October 2016 Wall Street Journal article because it did not serve the the public interest.

"I don't remember exactly how, but I remember some form or fashion and it could have been like "Can you believe this crap?"

In a blistering statement in March, McCabe framed his firing as being "part of this administration's ongoing war on the FBI and the efforts of the special counsel investigation". "How does this stuff get out" kind of thing?"

McCabe's attorney disputed that conclusion.
