"I have also been closely following developments in the Security Council and regret that the Council has so far been unable to reach agreement on this issue", Guterres said in a statement.
Sweden on Thursday circulated a draft United Nations resolution on sending a United Nations mission to Syria to rid the country of chemical weapons "once and for all", according to the text obtained by AFP.
UN Secretary-General Antonio Guterres on Friday said the Middle East is "in chaos", warning it has become a threat to global peace and security and Syria "represents the most serious threat".
Antnio Guterres made the appeal late on Friday evening just hours after the United States, France and Britain launched air strikes targeting sites associated with the country's chemical weapons capabilities.
UN Secretary General António Guterres pleads today for the permanent members of the Security Council to achieve a common position to prevent the situation in Syria from being uncontrollable. I urge all Member States to show restraint in these risky circumstances and to avoid any acts that could escalate the situation and worsen the suffering of the Syrian people."The joint operation by the USA and its allies was in response to a suspected chemical attack in the city of Douma last week".
US President Donald Trump said the joint action was meant to establish a "strong deterrent" against the production, spread and use of chemical weapons. The suffering it causes is horrendous.
Guterres remarks came after the mandate of the Joint Investigative Mechanism (JIM), which was created as a body to attribute responsibility for the use of chemical weapons in Syria in 2015, expired in November past year.
The Swedish-drafted text calls for the establishment of an investigative panel to identify the perpetrators of chemical weapons use in Syria after Russian Federation this week vetoed a USA proposal to set up such a mechanism.
After the council failed this week during three votes to agree on a response to the alleged chemical attack in Douma, Guterres on Wednesday stressed "the need to avoid the situation spiraling out of control" in Syria. I reiterate: "there is no military solution to the conflict", he said. "Let us not forget that, ultimately, our efforts must be about ending the bad suffering of the Syrian people", he added.
