"Governor Ducey, granting the deployment of the U.S. National Guard to the U.S. -Mexico border is a mistake and an ineffective and wasteful use of U.S. military resources", Grijalva said in a letter to Ducey that he released Monday.

South Carolina's governor is offering to send some of his state's National Guard troops to Texas to help fight illegal immigration and drug trafficking along the Mexican border. Under the federal law President Trump invoked in his proclamation calling for National Guard troops, governors retain command and control over their state's Guard members.

The troop pledges are in response to President Donald Trump's plan to use the military to help fight illegal immigration and drug trafficking. Fred Davis, a rancher who lives and works 25 miles from the border, said his community has been "screaming for somebody to do something for 30 years" and is in full support of Trump and Ducey.

National guard members from Texas were shown in images taken over the weekend at the U.S. -Mexico border.

Abbott told the San Antonio radio station KTSA that Texas would increase the number of troops it deploys by 300 each week.

The governor says some Guard members may be armed if they are posted to locations where they could face danger.

He said that based on his conversations with President Trump and other officials, there's no end date on the deployment.

Although Homeland Security Secretary Kirstjen Nielsen has declined to indicate how long the operation might last, Trump said last week that he expected to keep the units "or a large portion of them, until such time as we get the wall".


Ducey denied that his decision to send guard members to the border was politically motivated.

"I don't think it's timely and here I don't think it's necessary but it's just, you know the President trying to bully Congress to take care of a wall he wants and this is just another one of the projects he has", Estrada said.

The statement says the troops will help law enforcement agencies stem "the flow of trafficked people, criminals, narcotics, weapons, and ammunition trafficked in the state".

A Defense Department memo said "arming will be limited to circumstances that might require self-defense" but did not further define that. He supports the deployment but is concerned Guardsmen will militarize the border.

New Mexico Gov. Susana Martinez's office said that more than 80 troops would deploy later this week.

Joel Villarreal, the mayor of Rio Grande City in Texas, said he did not agree with what he characterized as "the militarization of the border". "Our National Guard will be able to fully defend themselves", Abbott stated.

In California, Brown's spokesman, Evan Westrup, said Monday that state officials are still reviewing Trump's troop request.
