Russian Federation managed to penetrate seven states by hacking voting websites, registration systems and databases during the 2016 presidential election cycle, according to intelligence officials.

While several of these states had been told that foreign entities were probing their systems, they were not informed that the Kremlin was behind these breaches, NBC reported citing state officials.

But DHS pushed back, saying in its statement: "We have no intelligence - new or old - that corroborates NBC's reporting that state systems in seven states were compromised by Russian government actors".

Rather, it described state websites and databases being breached in a "variety of ways", with "some breaches more serious than others".

The report says three senior intelligence officials told NBC News that Alaska, Arizona, California, Florida, Illinois, Texas and Wisconsin were the states in which intelligence officials believed Russian operatives had compromised state websites or databases. In considering the systems "compromised", NBC News reported, the intelligence community believed Russians had gained entry into them.

All of the state and federal officials agreed that no votes were changed and no voters were removed from voter roles as a result of the activity by Russian operatives, NBC News reported.

Every one of the states except IL continues to deny that their systems were compromised.


"The Department of State was notified by the Department of Homeland Security today that Florida was unsuccessfully targeted by hackers previous year".

In total, seven Florida counties were targeted by Russian hackers, including Lee and Collier, but officials deny that their election computers were ever compromised.

Federal officials said late Tuesday that NBC's report was "factually inaccurate and misleading".

The Department previous year informed all 50 states whether they had been targeted or not prior to the 2016 election.

While it had been publicly reported that systems in IL and Arizona had been compromised before the 2016 election, the NBC report revealed that Russian hackers had wider reach than was previously known.

"Governor Walker has confidence in our elections and the work that our state does every day to uphold the integrity of our elections", said Amy Hasenberg, a spokesperson for Gov. Scott Walker.

The elections commission says the state of Wisconsin's online system, including elections, are well-protected by the state's Division of Enterprise Technology. DHS also noted that states were also told to look out for "general efforts to disrupt the elections process", including on social media, Sandvoss said. She said no information was shared at the meeting to contradict the state's September announcement that its website had been scanned but not compromised. "In almost all states, only preparatory activity like scanning was observed".
