At least 18 people were killed and dozens of others injured when a double-decker bus crashed on Saturday in a rural area of Hong Kong, the authorities said.

Reuters reports firefighters had to cut open the bus' roof to free the passengers inside.

Local media reports quoted passengers as saying the crowded vehicle tipped over after it had been traveling too fast.

The dead included 17 males and two females, police said.

Speaking to reporters after visiting the injured in the Prince of Wales Hospital, HKSAR Chief Executive Lam Cheng Yuet-ngor said she will order an independent inquiry to see whether there are any systemic problems with Hong Kong's bus operations.


The bus crash happened near a large horse racecourse where special arrangements had been made due to expected heavy traffic. And then it was like the tyres slipped and the bus turned. Those injured were immediately sent to hospital. It was really chaotic on the bus.

The bus was travelling from Sha Tin race course.

Most of the victims were declared dead at the scene, and laid in white body bags along the side of the road. Passengers suggested the bus was speeding downhill at the time, and the driver appeared to be upset after he was told off for being late.

The accident is Hong Kong's deadliest bus crash since a 2003 crash that killed 21.

Last September, three people were killed and 31 injured after a Citybus double-decker mounted a kerb in Sham Shui Po.
