US Senate lawmakers introduce bipartisan two-year budget deal

  • US Senate lawmakers introduce bipartisan two-year budget deal

Before Pelosi's speech Wednesday, the longest floor remarks from a leader came from then-House GOP Leader John Boehner in 2009 speaking against the Democrats' cap and trade legislation.

And she didn't stop until after 6 p.m.

The performance had no immediate impact on Republican leaders, who have not agreed to a vote.

House Democrats will likely spend the next 24 hours pushing to get a commitment from House Speaker Paul Ryan on floor consideration of DACA bills. "I keep hearing that theme - 'opened the door, "opened the door, '" Pelosi said, looking up from her letter-reading". Trump is to release his second budget request on Monday, but the deal - sealed by members of his own party - would effectively render many of his demands null and void. "Republicans and Democrats must support our troops and support this Bill!" Defense hawks would enjoy an $80 billion increase in the Pentagon's (already grotesquely large) budget this year, followed by an $85 billion bump in 2019.

House Majority Leader Kevin McCarthy, R-Calif., made the case during that meeting that timing is important, and Walker said he understood the argument for executing the plan now. Meanwhile, non-defense spending would grow by $63 billion this year, and $68 billion in the following one.

No. 2 Senate Democratic leader Dick Durbin of IL, his party's chief immigration negotiator, bristled at the comment.

But after last month's three-day government shutdown, Senate Democrats were willing to finalize a budget deal separately from the debate over immigration.

But the plan would still have to make its way through the Senate, where its future is less certain.

"It's hard. If we can get a good deal that funds disaster relief, funds domestic priorities, funds the opioid crisis it would be a difficult call", said Rep. Adam Smith, D-Wash.

Schumer said he is working closely with Senate Majority Leader Mitch McConnell, R-Ky., and the pair "are closer to an agreement than we have ever been". Press secretary Sarah Sanders said the administration was "happy with the direction" of the agreement, but she didn't signal if President Donald Trump would sign it. "But I do see a promise by Senator McConnell to finally bring this critical issue that affects the lives of hundreds of thousands of people in America, finally bringing it to a full debate in the Senate".

Demonstrators gathered on Capitol Hill on February 7 to demand a budget deal that includes an alternative for DACA, an Obama-era program that protects roughly 690,000 undocumented immigrants. It would also provide money for his border wall and curb legal immigration.

The Senate is expected to replace that bill with the McConnell-Schumer deal and send it back to the House.

McConnell said the measure would rewrite existing defense limits that have "hamstrung our armed forces and jeopardized our national security". The Treasury Department has warned that without an extension in borrowing authority by Congress, the government would run out of borrowing options in the first half of next month, risking default. "We need Congress to lift the defense spending caps and support a two-year budget agreement for our military".

What the Senate deal does not include is any new language on immigration. It would provide more weeks for lawmakers to work out details of the budget deal.

"I'm afraid the numbers will get so high and the debt ceiling will be added and it will be a Christmas tree of spending - that a lot of votes will be bought", he said on MSNBC.

Meadows told MSNBC Wednesday that a bipartisan deal will draw "120 or 140 Democrats and maybe about the same on Republicans sending this to the president's desk".

The bill came as the result of a 2011 standoff over the USA debt ceiling, when Republicans in Congress demanded spending cuts in exchange for giving the Obama administration the needed legal headroom to pay the federal government's obligations to its bondholders.

Trump threatened on Tuesday to upend budget talks, saying he would welcome a government shutdown if Congress were not able to agree to changes in immigration law that he said would prevent criminals from entering the country.

One White House official said the President is "generally supportive" of the deal.

Do they give their support, given that there is increased funding for domestic issues like education and veterans affairs - a major victory considering Republicans ordinarily want to cut federal spending?

At least six floor aides and 18 Democratic lawmakers sat around her, including Reps.

This story has been corrected to show that Meadows spoke on MSNBC, not CNN.
