The Iraqi government confirmed on Monday that the United States has started to drawdown its forces from Iraq, following Baghdad's declaration of victory over ISIS in December. Some 4,000 USA troops will continue training Iraqi army.

Daesh has been driven out by the Iraqi army, backed by a USA -led coalition, from territory overran by the terrorist group in northern and western Iraq in 2014.

USA officials say that while Islamic State has lost most of the territory it once controlled in Iraq and Syria, there is concern about surviving fighters returning to insurgency tactics.

A journalist at the Al-Asad base in western Iraq reported that troop movements were taking place at the facility, which appeared to be in line with the contractors' accounts.

An Iraqi official close to the country's Prime Minister Haider al-Abadi said earlier that the initial agreement implied the withdrawal of some 60 percent of the current USA contingent, while 4,000 troops would stay to train the Iraqi military.

As of late September previous year there were 8,892 US troops in Iraq.

When asked for comment, Army spokesman, Col. Ryan Dillon told the AP that: "Continued coalition presence in Iraq will be conditions-based, proportional to the need and in coordination with the government of Iraq".

If the drawdown is true, it represents the first of its kind since the war against Islamic State (IS, formerly ISIS) was launched over three years ago.

According to the report, issued by the Pentagon past year, some 8,892 U.S. troops had been deployed in Iraq. At the time the military intervention was described as "limited", but as Iraq's military struggled to roll back the extremists, the USA -led coalition's footprint in the country steadily grew. Iraq's oil ministry has ordered the state-held North Oil Company to draft "an urgent plan" for rehabilitating the oil fields in Nineveh.

"Great power competition, not terrorism, is now the primary focus of US national security", Defense Secretary Jim Mattis said last month in remarks outlining the strategy.

Some reports suggest the area contains a militant group known as the "White Flag" which is comprised of Sunni fighters of various backgrounds fighting against Iraqi security forces, namely the Hashd al-Shaabi militias.

Hashemi added that part of the U.S. troops would be sent to Afghanistan.
