Russian Federation is banned from Paralympics, again, for doping

After a review, the IPC said in a statement on Monday that "it is maintaining the suspension of the Russian Paralympic Committee (RPC)".

"The IPC will allow Russian para-athletes who meet strict conditions to participate in March's Paralympic Winter Games under the name Neutral Paralympic Athletes in the sports of alpine skiing, biathlon, cross-country skiing, snowboard and wheelchair curling", Parsons said.

The decision represents a shift from the earlier IOC ruling to allow fans at the PyeongChang Olympics to fly Russian flags, as does the absence of "Russia" in the name under which neutrals can compete - a change from the IOC's "Olympic Athlete from Russia" tag.

Russia has been banned from the 2018 Paralympic Games, officials announced Monday, refusing to lift a ban because of what they called an insufficient recovery from the Russian doping scandal.

The Pyeongchang Paralympic Winter Games take place from March 9th to 18th.

The team of "Neutral Paralympic Athletes (NPA)" will have half the number of Russian athletes that competed in Sochi in 2014. According to the IPC, "the Taskforce highlighted two criteria that are still outstanding: the full reinstatement of the Russian Anti-Doping Agency (RUSADA) by the World Anti-Doping Agency (WADA)" and "the provision of an official response specifically and adequately addressing the findings made by Professor McLaren".


"Russian Para athletes are now regularly tested and are amongst the most scrutinised Para athletes in the world", he added.

McConnell stated that the International Olympic Committee "have not excluded any athletes, but instead have proactively invited certain Russian athletes based on areas of consideration, through the Invitation Review Panel and the confirmation of the Implementation Group", he said, adding, however, that "it is not possible to answer specific questions on individual cases".

"Although the RPC remains suspended they have made significant progress and we have to recognise this", said IPC president Andrew Parsons.

The IPC claim they made the decision, taken following a two-day meeting of their Governing Board, to recognise the progress made in Russian Federation since they were banned from Paralympic competition prior to the 2016 Games in Rio de Janeiro.

Russian officials have denounced the Olympic ban as a US -led plot to pressure Russia.
