Triple talaq bill likely to be tabled in Rajya Sabha on Wednesday

Renuka Chowdhury, a Rajya Sabha member of the Congress, said her party always stood for empowerment of women, right since Independence, but the party needs to see what has been actually included in the bill.
Apart from the usual band of Opposition parties - Congress, Trinamool Congress, CPM, CPI, DMK, SP, BSP, BJD - working together on this, even the AIADMK which has on many occasions so far bailed out the government, seemed inclined on Tuesday to support the bill being sent off to a Select Committee.
The opposition parties are said to be planning for either amendments against criminalising triple talaq or referring the bill to a select committee for detailed consideration.
The Business Advisory Committee (BAC) of the Upper House met today and chose to allot four hours for discussion on the Muslim Women (Protection of Rights on Marriage) Bill, which was passed by the Lok Sabha last week.
Meanwhile, the opposition is demanding that the bill be first tabled to the select committee. Clause 4 in the Muslim Women (Protection of Rights on Marriage) Bill, 2017, renders the offence "non-bailable" with a prison term up to three years along with a fine. The bill will be introduced on Wednesday in all likelihood.
Though a few of the leaders belonging to the opposition parties voted in favour of the bill they also gave a few warning.
Several Muslim groups, including the All India Muslim Personal Law Board (AIMPLB), allege "illegality" in provisions of the bill that criminalises instant triple talaq.
It also wants some other changes in the bill, stating today that it would prefer a review of the proposed legislation by a parliamentary panel.
The Opposition has argued that the penal offence will remove all hopes of reconciliation as a man sent to jail will not agree to any arbitration.
"We are in talks with Congress party and others for the #TripleTalaqBill, hope for a smooth passage in Rajya Sabha. If we put our heads together in good faith, I am certain we can find a way to stop the practice of instant triple talaq, protect women's rights and mitigate risks of abuse from this piece of legislation".
