Mr Green, the First Secretary of State and the Prime Minister's de facto deputy, strongly denied the allegations and in their own right it is unlikely they would have been sufficient to lead tohis demise.

In his resignation letter, Green said that he had "been asked to resign from the government following breaches of Ministerial Code, for which I apologise".

A seven week inquiry found that Green and his solicitor knew about the material which was found on his computer in 2008.

May has accepted his resignation, wishing him well in his future endeavours.

In a letter to the PM, he went on: "From the outset I have been clear that I did not download or view pornography on my parliamentary computers".

Mr Green has described allegations that he downloaded or viewed pornography on his parliamentary computer as "unfounded and deeply hurtful", but admitted he had not been clear in his past statements on the issue.

Some of them would be illegal under current laws which became stricter in 2009, it is claimed.

Although allegations that he behaved inappropriately to a Tory activist were found unproven, his actions over the porn claims were considered a breach of the ministerial code.

Mr Green has served as a member of parliament for Ashford since the 1997 election.

Mr Green's letter pointedly stayed that he had been "asked" to resign - indicating his desire had been to tough out the storm.

In her response, May expressed "deep regret" at his departure.

Green, who May appointed First Secretary of State in June, was effectively the prime minister's deputy before standing down.

Defence Secretary Michael Fallon quit on Nov 1 over inappropriate sexual behaviour, while International Development Secretary Priti Patel stepped down on Nov 8 after she misled the premier over private meetings with Israeli officials.

He added he "deeply regretted" the "distress" caused to Ms Maltby and acknowledged that he "clearly made her feel uncomfortable - and for this I apologise". I will continue to argue for the modernising conservatism I have always believed in.

The investigation into Green concluded that his conduct as a minister "has generally been both professional and proper" but that while there were "competing and contradictory accounts", Maltby's accusations were "plausible".
