"We are still hopeful that there will be a solution to a continuation of JIM, maintaining the mandate", Olof Skoog, the Swedish ambassador to the United Nations, told reporters on Wednesday. "We don't know whether we can come to an agreement".

Russian President Vladimir Putin will meet with his Turkish and Iranian counterparts in Sochi next week to discuss the yearslong civil war in Syria, the Kremlin says.

A spokesperson for the U.S. Mission to the United Nations said late Monday that "Russia is mouthing words of support for JIM renewal, but those words are not backed up by any actions".

Russian presidential spokesman Dmitry Peskov said that they are talking about the countries that are the guarantors of the Syrian peace process.

Diplomats said the Russian draft text had little support among the 15-member council. Last month, Russian Federation vetoed a US -sponsored resolution to extend the panel's mandate, saying it needed to see the results of the panel's work before making a decision. Nebenzia said at the time that Moscow wanted to see a JIM report on attacks, which was issued two days later.


Asked about the consequences of the JIM mandate not to be renewed, Rycroft said: "The victors would be people who want to use chemical weapons in Syria".

Previous reports by the JIM have found that Syrian government forces were responsible for chlorine attacks on three villages in 2014 and 2015, and that the Islamic State (IS) militant group used mustard gas in 2015.

The 4 April sarin attack on Khan Sheikhoun that killed dozens of people prompted the United States to launch missiles on a Syrian air base.

"We would like to remind our U.S. colleagues and those who ... supported their unrealistic draft, we would like to remind you that you bear the burden of responsibility if the mechanism can not be salvaged", Nebenzia told the council.

Britain's United Nations ambassador told reporters Tuesday that it's extremely important that everyone who uses chemical weapons in Syria or elsewhere is held accountable, and the JIM is crucial in determining responsibility. She accused Moscow of "killing" the resolution, which had received backing from most members of the UN Security Council, and of "undermining" the UN's ability to prevent chemical attacks in the future. That averted a USA military strike in response to an alleged chemical weapons attack that killed hundreds in the Damascus suburb of Ghouta.
