Earlier, Spanish Prime Minister Mariano Rajoy rejected any mediation to resolve the crisis over Catalonia's independence push. "Some aspects of territorial coexistence must be updated", he said, announcing that he had reached an agreement with Rajoy to reform the Spanish constitution.

Spain has been in turmoil since the separatist government held a disputed referendum in Catalonia on 1 October which was declared invalid by the country's Constitutional Court.

Spanish Prime Minister Mariano Rajoy confirmed in a speech on Wednesday that the Spanish Government may invoke article 155 of the Spanish constitution if independence is declared, which would revoke the autonomy of the Catalan Government.

I do not want to declare independence, I want to make it happen.", CNN reports.He said he felt obliged to open a window for dialogue in response to global demands - adding that a formal offer of dialogue like the one he had made to Madrid "needs a response in days."Puigdemont insisted the government in Madrid had no reason to apply Article 155 of the constitution to Catalonia and that to do so would be a mistake.He also rejected any suggestion that he should be arrested for his actions, saying he was not a criminal".

Rajoy accused Puigdemont of creating "deliberate confusion" and said that the Spanish government needed to know whether or not he had declared the northeastern region independent from Spain, BBC reported.

"There is an urgent need to put an end to the situation that Catalonia is going through, to return it to safety, tranquillity and calm and to do that as quickly as possible", he added.

Puigdemont said on Tuesday that millions of Catalans believe that the region should become an independent state and asked for the mandate to declare it a sovereign state.

Puigdemont's proposal to suspend the declaration of independence to allow for negotiations pulled the region back from the brink of an unprecedented showdown with Madrid but drew criticism from both the Spanish government and the leader of the opposition in the Catalan Parliament.

"Dialogue between democrats takes place within the law, respects the rules of the game and doesn't make them up as it goes along".

The move came after the October 1 independence referendum in which 90 per cent of participants voted in favour of splitting from Spain.

European Council President Donald Tusk had urged Puigdemont not to proclaim independence.
