The connectivity confusion was apparently done intentionally by Apple, who state on their website that iOS 11 won't shut down Wi-Fi just by clicking it off.

But as it is reported that the battery trick only works if you don't restore from backup, you have to be prepared to lose all of your data, messages, apps, the lot.
