The latest GOP plan to kill Obamacare has a new twist

Many Americans sat on the edges of their seats as Republican-led efforts to repeal and replace, or just straight up repeal, the Affordable Care Act-the suddenly much more popular healthcare law-failed in Congress earlier this summer. Bernie Sanders (I-Vt.) proposed last week, Republicans have been working on a plan that would make-good on their seven-year pledge to repeal President Barack Obama's signature healthcare law, also known as Obamacare.

The Congressional Budget Office on Monday said it will not estimate how a new Obamacare bill will affect the number of uninsured Americans, insurance premiums and ultimately the federal deficit in coming years until after the September 30 deadline for passing that legislation. It would end most major provisions of Obamacare and replace them with block grants states can use to help cover lower-income residents now insured under the ACA.

"A comprehensive CBO analysis is essential before Republicans force a hasty, risky vote on what is an extreme and destructive repeal bill", a letter from those Democratic leaders said. The Better Care Reconciliation Act, for instance, would have saved the government $321 billion over 10 years, but left 22 million additional people uninsured. After that, it will take 60 votes to pass the bill, because the Senate's filibuster rule will go into effect.


The announcement means that supporters of the Graham-Cassidy bill will not have to deal with dire CBO predictions about its effects, which have helped doom prior Obamacare replacement efforts. The GOP can only afford to lose two votes, and Sen.

Politico reports that McConnell said if the Graham-Cassidy bill has support from 50 of the 52 Republican senators he would bring it to the floor for a vote. Chuck Schumer, D-N.Y., said that the bill from Sens. And John McCain, whose no vote doomed the BCRA, could turn out to be the do-or-die vote once again-with less information than he had before.
