The group of four or five GOP senators, Senate Majority Leader Scott Fitzgerald said yesterday, aren't ready to back the budget.

"We don't even know if the Senate can pass this budget, it's so bad", Democratic Minority Leader Peter Barca said.

Rep. Jason Fields, D-Milwaukee, changed his vote to support the deal, saying he had talked to Department of Administration Secretary Scott Neitzel and others about the opportunities Foxconn would create for African Americans.

Three Democrats from that region voted for the bill.

The Senate voted 19-14 to pass the budget Friday after reaching a last-minute deal with reluctant Republicans.

The massive bill dictating spending for K-12 schools, Medicaid, the University of Wisconsin and the rest of state government must pass both the Senate and Assembly in identical form before it can go to Walker for his signature.

Walker said Wednesday that the budget would fulfill his goal of increasing funding for K-12 schools without increasing property taxes. The Assembly is voting on it Wednesday.

Democrats have countered by arguing the budget would benefit only the wealthy, noting that it would cut income taxes primarily for high earners but not for poor working families.

Kapenga said he spoke on the phone with Walker, who is in South Korea on a trade mission, to finalize the deal. As it's now written in the budget, that repeal would take effect in September 2018. They've also criticized it for lacking a long-term funding solution for road projects thus further delaying work around the state and borrowing another $400 million.

The governor says the potential Foxconn deal has put our state on the map globally.

Walker's office said he would also veto a tolling implementation study authorized in the budget, along with a provision that would have preempted local regulations on quarries. It cleared the Senate earlier in the week and will become law once the Republican governor signs it.

The senators on Friday say that was part of a series of vetoes Walker promised to make to the budget to win their support.

Democrats don't have the votes to stop it.

The Assembly began debate on the measure Thursday morning and was expected to conclude in the afternoon.

Republicans have touted the budget as full of good news, pointing to a almost 6 percent increase in funding for K-12 schools, a tuition freeze at UW campuses and a small property tax cut.
