Mexico had pledged to offer food, generators and medical aid to Texas "as good neighbours should always do in trying times".

The Houston Chronicle reports Mexican leaders withdrew the offer because the country has its own disasters to battle, including an 8.1 quake Thursday that killed almost 100 people, then the emergence of Hurricane Katia on Saturday.

Because of the quake and Hurricane Katia that hit Mexico a day later, the foreign ministry said Monday it could no longer send supplies and personnel to the US state of Texas that is dealing with the aftermath of Hurricane Harvey that struck late last month.

Despite Trump's provocation, Mexico still affirmed that it would aid Harvey victims.

The announcement by Mexico that it was withdrawing its offer to help Texas must have caught someone's attention in Washington.


Murat said 1 million people in Oaxaca needed food, water, electricity and help rebuilding damaged homes, while in neighboring Chiapas state, which was closest to the epicenter of the tremor, 1.5 million people were affected, according to officials.

Mexico, which sent brigades to New Orleans after Hurricane Katrina, first offered to send help to Texas on August 27, when Mr. Videgaray spoke to Mr. Abbott by telephone, the foreign ministry said.

Trump has not offered condolences or aid to Mexico in the wake of the country's two natural disasters, but Secretary of State Rex Tillerson called Mexico's Foreign Secretary Luis Videgaray on Monday to express sympathy.

Mexico "will channel all available logistical support to serve the families and communities affected in the country", said the Presidency in a statement.

"He emphasized ... that the USA government stands ready to assist our neighbors in Mexico during this hard time", a State Department spokesperson told The Los Angeles Times.
