Japan, US eye strict execution of tougher North Korea sanctions

The Foreign Minister of Japan Taro Kono and the United States Secretary of State Rex Tillerson say they will urge countries to strictly implement new UN sanctions against North Korea.

The U.N. Security Council unanimously imposed new sanctions on North Korea on Saturday aimed at pressuring Pyongyang to end its nuclear programme.

The UN resolution, drawn up by the USA, bans North Korean exports of coal, iron, lead, and seafood, which could cut the country's exports by a third.

North Korea says it will launch "thousands-fold" revenge against the United States over the adoption of tough UN sanctions imposed after its intercontinental ballistic launches.

"This is not 'Give me 30 days and we're ready to talk.' It's not quite that simple".

After weeks of USA frustration over China's reluctance to take action, Trump's strategy of relying on Beijing's help showed early signs of paying off.

He added: 'So it is all about how we see their attitude towards approaching a dialogue with us.

Chinese Foreign Minister Wang Yi, meeting with North Korea's top diplomat during the gathering in Manila, urged the North to "maintain calm".

The encounter on the sidelines of a regional forum in Manila came a day after the UN Security Council passed sweeping sanctions on the North over its first successful test of an intercontinental ballistic missile (ICBM).

The ruling Communist Party's People's Daily newspaper detailed in a published piece that: "Sanctions to the greatest possible extent must avoid causing negative impacts to ordinary people and to third countries, and avoid bringing disaster to the country in question's normal and legal trade and business exchanges with the outside world, people's normal lives, and the humanitarian situation".

Tillerson, who did not specify how much time North Korea has to put an end to its missile tests, said that the USA has other channels of communication to establish contact with the Kim Jong-un regime.

The North has launched more than a dozen test missiles this year. The danger posed by North Korea was "a grave threat", he said.

The United States and North Korea's neighbors are joining in a fresh attempt to isolate Pyongyang over its nuclear and missile programs, in a global pressure campaign. In typical North Korean media bluster, it said the USA mainland would, quote, "sink into an unimaginable sea of fire on the day it dares to touch our country". And China has really been pushing for this idea of a freeze-for-freeze, essentially that North Korea should freeze its nuclear development in exchange for the USA and South Korea freezing its joint-military exercises.

Tillerson said: "When the conditions are right then we can sit and have a dialogue around the future of North Korea so they feel secure and prosper economically".

The foreign ministers of Japan, the United States and Australia on Monday expressed serious concerns over disputes in the South China Sea, where China is increasing its moves to build military facilities.
