The resolution also bans countries from giving any additional permits to North Korean labourers - another source of money for Kim Jong Un's regime. "The ball is North Korea's court".

Mr Tillerson has no plans to sit down with North Korean foreign minister Ri Yong Ho at the event.

The diplomatic wrangling sought to build on the sweeping new North Korea sanctions passed by the U.N. Security Council a day earlier - the strongest in a generation, the US said. About a week ago, a pair of supersonic B-1B Lancer bombers joined by Japanese and South Korean military planes flew over the Korean Peninsula, and following the latest North Korean missile launch, the USA and South Korea conducted live-fire drills. It also imposes an asset freeze on two companies and two banks.

The "DPRK strongly condemns and rejects the so-called unilateral sanctions by the U.S., and all other countries in the world also need to seriously ponder over the outrageous and unlawful act of the United States", the statement added, referring to the country's official name, the Democratic People's Republic of Korea.

Thornton says she expects China and other countries in the dispute will likely announce a new "code of conduct" framework during the summit for dealing with the maritime issue.

The revelation came as North Korea issued a verbal attack on America, telling its Washington enemies they were "doomed to ruin".

U.S. Ambassador Nikki Haley praised the council's solidarity, saying more days like this one were needed at the United Nations.


"Attempts to economically strangle North Korea are equally unacceptable as millions of people are in great humanitarian need", said Russia's deputy envoy to the UN, Vladimir Safronkov.

A global pressure campaign on North Korea propelled by sharp new United Nations sanctions received a welcome boost Sunday from China, the North's economic lifeline, as Beijing called on its neighbor to halt its missile and nuclear tests.

It adds nine North Koreans, mainly officials or representatives of companies and banks, to the United Nations sanctions blacklist, banning their travel and freezing their assets. He told this to the council after it imposed new sanctions on North Korea.

Once ASEAN's most vocal critic of China's conduct, the Philippines, under President Rodrigo Duterte, has put aside disputes in exchange for Chinese funding pledges of $24 billion.

China is central to this drive and is the focus of other administration efforts-and some frustration as shown in tweets by U.S. President Donald Trump.

Neither oil nor new air restrictions are included in the resolution. None of these suggestions were taken up by the council.

During the talks, that lasted almost an hour, China is said to have raised its strong opposition to the deployment with Minister Wang questioning whether Seoul believes the THAAD system could defend against North Korea's intercontinental ballistic missiles.
