Juveniles can still be sentenced to long prison terms as a result of serious crimes or multiple charges.

New Jersey's Department of Corrections doesn't keep track of how many inmates are serving lengthy "de facto" life terms for crimes committed as juveniles, but Shalom said the number is "in the double digits". While some have resentenced and released juvenile lifers locked up for years, others have resisted taking action as battles continue in legislatures and courts. Also, there now are fewer crimes automatically transferred to adult court. And then that wasn't enough: "They ran the van over them as they left".

Republican Gov. Chris Christie signed a measure into law on July 21 that includes a provision banning life without parole for juvenile offenders.

Corrections officials could not say how many offenders have been resentenced, but Elizabeth Calvin, with New York-based Human Rights Watch, estimates that about 50 offenders have had their sentences reduced and seven have been released.

The prisoners still have life sentences - just with the possibility of parole. "The 51-to-life is the most extreme so-called alternative to the law that I've heard".

Torres was initially sentenced to life without parole, but he was resentenced in 2014 to 110 years in prison, making him eligible for a sentence review and possible parole in 2019. They argued that the three sentences should run together, so he'd be eligible for release after 30 years.
