President Donald Trump replaced his beleaguered White House chief of staff, Reince Priebus, after only six months on the job on Friday, installing retired General John Kelly in his place in a major shake-up of his top team.
The resignation of Priebus came a week after Trump recruited Scaramucci as the communications director and the subsequent resignation of White House Press Secretary Sean Spicer. "When you lose that component, I'm just concerned about being able to get [the Republican] agenda done, particularly when there's so much going on staff-wise".
Caucus Chairwoman Michelle Lujan Grisham, a Democrat from New Mexico, said while she gives DHS some credit for engaging, Kelly's "temperament" is a concern, and his admonition to lawmakers to "shut up" if they won't change the laws that his officers are "sworn to enforce" at a public event at George Washington University just two weeks after the Congressional Hispanic Caucus meeting was a step backward. "We accomplished a lot together and I am proud of him!"
Rep. Peter King of NY sat across from the outgoing chief of staff on Air Force One's return flight to Washington and said Priebus "kept a poker face". "I think things are going well", he said a few days before the election.
"True to form, my wife Karen said, 'Well, if the Kelly family is nothing else, we're a family of service to the nation". Reporters had noticed no sign of stress from Priebus during the day.
"Reince Priebus has left it all out on the field, for our party and our country".
Kelly acknowledges that when he took over DHS, his department was created to be less responsive to Congress and the press, something he realized over time he should work to correct.
When Kelly retired in 2016, he was the USA military's longest-serving general.
Several administration positions that were usually managed by the chief of staff now reported directly to Mr Trump.
Another early departure from the Trump White House was National Security Adviser Michael Flynn, and Trump ousted FBI Director James Comey early on. The Senate confirmed him as major general in 2007.
As he assumes his new role, many are expecting incoming chief of staff John Kelly to find his Marine's sense of hierarchy and order tested by his freewheeling, capricious boss. He has helped seal the border and reduced illegal immigration by 70%.
"I have been fortunate to have served my country for more than 45 years - first as a Marine and then as the Secretary of the Department of Homeland Security", he said.
One Twitter user wrote: "The f**kfest continues".
Trump appointed Kelly, a retired Marine general, to secretary of Homeland Security on December 7, 2016 and he was confirmed on January, 20, 2017 the first day of Trump's administration.
"He has served the president and the American people capably and passionately", House of Representatives Speaker Paul Ryan said of his close friend in a statement.
Elaine Duke, deputy secretary of Homeland Security, will be acting chief of the department.
